Why the Future Runs on Water

Someone recently asked Anthropic’s Fable 5, one of the most powerful AI models on the planet, what it would need to build its successor.
Its list was comically short, but aside from a legal team and requiring the user’s entire weekly credits allowance, it also asked for access to the power grid of a small country.
AI needs vast amounts of electricity to function. Gigawatts of power capacity and terawatt-hours of consumption over time. But electricity is only the first constraint.
The data centres that make AI possible need another resource too. Water.
The end of predictable demand
For a century, water has been the calmest discipline in infrastructure. Demand moved slowly and could be predicted years in advance based on migration, birth rates, new housing estates and more. You could model what each meant for pressure on pipework and watch the reservoirs ebb and flow on schedule. The industry was built for the long game, and by and large, it played it rather well.
That’s changing. Coming down the pipe, quite literally, is the data centre roll-out, and it obeys none of the old rules.
If we were to build even half of the data centre capacity that is currently planned for Britain, the additional demand on our water system would be like bolting a new city onto the network overnight. Carry on down this road and it starts to look like annexing Belgium.
If AI really does become the foundation of the economy – as every government press release insists it will – then 20 years from now the question may not be how much water people need, but how much the machines do. Human consumption could end up as a mere drop in the ocean compared to what the computers require.
A double whammy
Growth in demand is only half of the problem.
Water is also a critical national infrastructure. That puts it squarely in the crosshairs of hostile states. If you wanted to take a country offline, the smartest way to do it would be to attack the water supply.
It’s not just that people can’t drink or sewage systems fail. The computers that don’t get cooled don’t work. Take out the water and you’ve done more than just empty the taps. You’ve switched off the data centres.
Despite its importance, our capacity to protect this infrastructure is limited. We are carrying decades of infrastructure debt in our water system, and we need to resolve it fast.
Electricity is a luxury. Water is not.
Whether it’s surging demand or hostile action, both roads lead to the same place – there’s not enough to go around.
That’s where the difference between electricity and water really shows. We could, at a push, live with electricity rationing. Turn off household electricity and most of us can still heat our homes with gas, still cook and still eat. You could even prioritise the data centres and tell people to charge their laptops at the public library. It would be miserable, but it would work.
But you can’t do that with water. You cannot tell people not to drink.
Think like Bermuda
The only action I’ve seen so far is tinkering at the edges. I welcome my water company coming to fix a 15-year-old leak in a galvanised pipe that’s been there for a century, but it doesn’t move the needle on what’s coming.
We need to be thinking radically. That means building reservoirs and learning from how the world’s most water-stressed places have solved this challenge. Singapore recycles enough of its wastewater to meet around 40% of demand, while there are others that draw the majority of their household water from the sea through desalination.
In Bermuda, every house is required by law to store rainwater from its roof, because on a limestone-capped volcanic island there’s no natural freshwater.
For a century, water has been the quiet, dependable part of national life. In the AI age, it will be the most strategically important industry in the country. It’s time we treated it that way, and perhaps it’s time we started to think like Bermuda!
