Transforming Public Procurement Consultation – Working Group (Meeting 2 of 2)

The UK Government has issued a consultation setting out proposals for Transforming Public Procurement:

The key objective set out is:

We propose enshrining in law, the principles of public procurement: value for money, the public good, transparency, integrity, efficiency, fair treatment of suppliers and non-discrimination.

They also state:

The Government proposes to comprehensively streamline and simplify the complex framework of regulations that currently govern public procurement. We propose rationalising and clarifying the parallel rules in the Public Contracts Regulations 2015, the Utilities Contracts Regulations 2016, the Concession Contracts Regulations 2016and the Defence and Security Public Contracts Regulations 2011, replacing them all with a single, uniform set of rules for all contract awards. This will be supplemented with sector-specific parts or sections where different rules are required for effective operation or to protect our national interest, for example in the defence or utilities sectors.

The procurement document also sets out proposals for a National Procurement Policy Statement.

As the review includes the Utilities Contracts Regulations 2016 (which govern Water Company Procurement) – Future Water is bringing members together to produce a supply chain response to the consultation. There will be two meetings to develop the response to the document.
