Phill Mills is an independent consultant working in the water sector. He is a chartered engineer and member of the Institution of Civil Engineers with over 35 years’ experience in the UK water industry.
He has extensive experience at senior management level working for a water and sewerage company, a global water and energy consultant and the trade body for the water sector – Water UK. He has a track record of working with stakeholders including Ministers and Government officials, industry regulators, consumer associations and environmental bodies.
Phill works with a range of clients across the water sector, both water companies, sector bodies and those in the supply chain, including construction products and technology companies and insurance companies, where there are water related interests.
He previously led a significant 3-year stakeholder engagement programme for Water UK in Scotland and in Northern Ireland, linking in with environmental, water quality and economic regulators, consumer bodies and government departments. His experience and knowledge therefore go beyond the England and Wales regulatory model.
Phill is the immediate past Chair of the Institution of Civil Engineer’s Water Expert Panel and a previous President of the South West Area of the Institute of Water. In addition to being a member of the Future Water Association Management Board, he is currently a member of the ICE’s South West Infrastructure Panel. He is also chair of the recently formed UK Water Retailer Council.
